AT&T received federal money to create another celluar network nationwide for emergency purposes. 
It is the data part for first responders and is available to regular cell users, but priority goes to emergencies.

ATSC 3.0 is a new television standard that is not backward compatable for existing televeion sets. 
New televisions will be manufactured with ATSC 3.0.  Existing sets will need a converter.
It was explained that younger people are moving away from large screen TVs in favor of smartphones and other hand-held devices.
